Karen is focused on ensuring client satisfaction by implementing strategies for communication, project management, quality control and quality assurance. She has worked hard to develop strong relationships with repeat clients, consultants and financing agencies. The developments and buildings she designs are a mix of new construction, Historic Preservation and adaptive reuse. Special attention is paid to the project’s integration with the community, energy efficiency and constructability.
Karen is an active member of the American Institute of Architects (AIA) National and PA Chapters, National Council of Architectural Registration Boards, The Pennsylvania Builders Association, National Association of Home Builders, Pennsylvania Housing Research Center, Women in Housing and Finance PA, Housing Alliance of Pennsylvania, Pennsylvania Association of Housing and Redevelopment Authorities, Indiana County Chamber of Commerce and the Cambria Regional Chamber.
Code development and adoption is another passion. Her volunteer service includes participation on the Multi-Family Housing Task Force for the development of the ICC-700 National Green Building Standard in 2008 and 2012, to ensure a rural/suburban viewpoint was represented. From 2011-2015, she was appointed by the Governor to serve on the Pennsylvania Uniform Construction Code Review and Advisory Council, which adopts the building codes in Pennsylvania, and represented commercial architects. She continues to work with PBA and the American Institute of Architects in PA on legislative issues relating to building code adoption and especially the impacts on existing buildings, rural communities and economic development.
Currently she serves on the Industry Advisory Council for the Pennsylvania Housing Research Center.

At both UpStreet Architects and Thomas R. Harley Architects, Tom is known for his excitement about each new project, his keen sense of space and a holistic view of the building and how it knits into the community. He is guided by the belief that buildings should enhance people’s lives.
Tom received his BA from North Dakota State and a Master of Architecture from Carnegie Mellon in 1979. He started his independent practice in 1984 and then formed UpStreet Architects with Karen Welsh in 1997. He is a member of NCARB as a Registered Architect in PA, IN, OH, VA and NY.
He is a member of the American Institute of Architects (AIA), the Pennsylvania Society of Architects and its Pittsburgh Chapter, and the Society of American Registered Architects (SARA). Locally he has led Downtown Indiana, and was a Board member of the Indiana County Chamber of Commerce. As an active member in the Indiana PA Optimist Organization, and especially active in its Little League Program as well as serving as Tournament Director for girls fastpitch tournaments in Indiana County. He is a retired high school softball coach and is currently serving on the local school board.

Paige joined UpStreet in 2014 as an intern and has since obtained her Architect’s registration in PA. She earned a Bachelor of Architecture from The Pennsylvania State University with minors in Architectural History, Environmental Inquiry, and International Studies including a semester of architectural study in Rome, Italy. Her interests are in residential design where she strives to create diverse, functional spaces. In 2022, Paige successfully completed her Architectural Registration Examination. Her strengths include architectural design, application of accessibility and building codes, attention to detail, 3-D rendering, and project coordination.

Barb joined UpStreet Architects in 2007. Her landscape designs include public and private residential landscapes, commercial designs as well as education and play spaces. Her expertise includes native planting designs, tree and plant selection, rain gardens and marketing. Barb is an active member of the American Society of Landscape Architects (ASLA), PA-DE Chapter on their Communications Committee and is a member of the Indiana and Evergreen Garden Clubs, and International Society of Arboriculture. She serves on the boards of the Allegheny Arboretum and C&I Trail Council. She has taught programs for the New York Botanical Garden as well as Phipps Conservatory and continues to lecture on landscape and gardening topics for garden clubs, parks groups, local libraries, and garden related organizations.
In addition to degrees in Horticulture and Landscape Architecture, Barb is also an ISA certified arborist and is certified with the National Green Infrastructure Certification Program. Before joining UpStreet Architects, she designed residential landscapes with Susan Cohen Landscape Architect in Riverside, CT, and public and institutional landscapes at Peter Gisolfi Associates in Hastings-on-Hudson, NY. Local community groups have recognized her community leadership including being awarded The Peggy Clark Grassroots Environmental Leadership Award by the League of Women Voters of Indiana County.

Mark joined UpStreet in 2018 with extensive experience as a General Construction and Facility Manager for commercial and government projects nationwide. His background also includes technical engineering management experience specializing in commercial construction, Department of Defense (DoD) facilities management, and GSA contract management. For more than 20 years, Mark worked in business management, architectural design, cost estimating and project management for over $400 million in commercial and industrial building construction covering more than 10 US states and Canada. Industry experiences include: government, industrial, classified SCIF facilities, educational, recreational facilities, office, tool and die, medical operations, manufacturing, pre-engineered steel structures, retail, and custom residential. Mark’s educational background includes a BS in education and MS studies in Engineering Management from Robert Morris University.

Since 2002, Barry has worked for UpStreet Architects as the Project Manager for various commercial & multi-family housing projects including PHFA funded developments. His expertise ranges from application stage through the design, construction, and warranty phases. He has extensive experience with funding application submissions; specification writing; construction document development; accessibility/code compliance; interior finishes; permit acquisition; HERS-energy star ratings; environmental assessments; geotechnical engineer contract; project coordination; Capital Needs Assessment implementation; HUD, PHFA, & WVHDF requirements; Enterprise Green Community coordination; construction & warranty administration; and close out processes. Barry’s inclusive team approach produces innovative and successful projects that meet the owner’s goals with a strong focus on the end user.
Barry holds a dual B.S. degree in Geology and Civil Engineering from University of Pittsburgh at Johnstown. He is an LEED Accredited Professional managing, submitting and obtaining USGBC LEED Construction for projects for Upstreet. Prior to coming to UpStreet Barry was a Department Head at Dewberry & Davis Architectures/Engineers in Baltimore. He brought 17 years of experience in construction/architectural project management & inspection, geology/ hydrogeology, environmental & site engineering design, geotechnical evaluations to the firm.

She has more than 17 years of architectural design experience with a deep knowledge of building codes as well as building systems and interior finishes. Highly organized and detail oriented, Crystal is adept at working with the architects from concept design to construction documents and specifications. Anthony started at UpStreeet Architects as an intern in May 2022. After graduating with a Bachelor of Science in Architecture from Temple University in 2023, he began working as a Designer in our Johnstown Studio. He quickly began contributing by creating 3-D renderings for client presentations as well as working with architects and senior designers to develop projects from concept through construction. His projects include historic building renovations, new housing, recreational spaces, and educational facilities. Zachery began as an intern at UpStreet Architects during the summer 2023. He graduated with a Bachelor of Science in Architecture and Sustainable Design from Pennsylvania College of Technology in May 2024. Since graduation, Zachery is a full-time designer in our Indiana office and brings with him knowledge of building construction and materials, an understanding of building codes, and structural principles. He has excellent skills in 3-D renderings for client presentations as well as drafting and design skills which assists architects and senior designers. His previous experiences in the construction industry have given him a better understanding of the built environment. He is currently enrolled in a graduate program at Arizona State University for his master’s degree in architecture.

He has worked on a wide variety of projects involving all stages of commercial, industrial and residential construction. He holds the following ICC certifications: Accessibility Inspector/Plans Examiner; Building Inspector; Commercial Building Inspector; Property Maintenance and Housing Inspector; and Residential Building Inspector. In addition to being cognizant of the details needed to acquire all necessary State and Municipal permits, John commonly interacts with developers, builders, local government, and authority officials in a variety of interesting endeavors. John has also held state certifications as an Asbestos Inspector and confined spaces safety. In 2010 he was recognized by Associated Builders and Contractors, Inc. Chris served honorably in the United States Army Reserve at the 665th Engineer Company (Brookville, PA) as a Carpentry/Masonry specialist. During his service, Chris received 3 AAM (Army Achievement Medals) while working on projects in Germany, Dominican Republic, and Fort Dix New Jersey. He has worked as zoning and code officer for Richland Township in Johnstown, Pennsylvania as well as the Code Enforcement Official for Cambria-Somerset Council of Governments in Johnstown, Pennsylvania. Mr. Bates earned a Bachelor of Architecture degree from Carnegie-Mellon University in Pittsburgh, Pennsylvania. In addition, Mark has worked as a tenant coordinator and in architectural design and development for Crown American and Zamias Developers both of Johnstown. He has also completed courses and seminars in computer related design, code enforcement, zoning, housing rehabilitation, fire prevention and municipal planning.

He has fifteen years previous experience with commercial, retail, and institutional projects and five years experience as a project manager. He studied Computer Aided Drafting and Design at ITT Technical Institute and has excellent skills with VectorWorks and AutoCAD software.
Rob graduated with honors from ITT Technical Institute with an Associates Degree in CAD Drafting. In the United States Marine Corps, Rob served 4 years of active duty in supply requisitions at stations in Okinawa, Japan and Quantico, VA. During his service he earned a good conduct medal and twice received meritorious mast in recognition of outstanding job performance. He was honorably discharged earning the rank of Corporal.
