This residential development is part of a multi-block waterfront revitalization in Warren, with commercial, residential, and infrastructure improvements funded by a combination of federal, state and local sources. This particular project of 24 units for the elderly on the upper 2 floors was funded by the Pennsylvania Housing Finance Agency, Penn Homes and LIHTC. A DOE grant is applied to a unique heating and cooling loop utilizing heat transfer from the Allegheny River Aquifer and circulating throughout the 17-acre development.
